Well… technically I would say that breathing is the best tool to manage stress. However, this phrase is more catchy.

I would encourage you to make a list of the things that are in your control, and another list that identifies the things that are out of control. Then sit back, and identify where you let your eyes rest.
For me, the definition of anxiety is trying to control the things that are out of your control.
